New York City judge Peter Townsend Barlow was born in New York, the son of Alice and Samuel Latham Mitchell Barlow (1826-1889), an attorney. He graduated from Harvard College in 1879 and studied law at Columbia Law School, graduating in 1881. In 1886 he married Virginia Louise Matthews; they had two sons: Edward and Samuel. In 1903 he was appointed as city magistrate, overseeing the women's night court in Manhattan. Interested in the social conditions afflicting the poor, Barlow served as president of the Florence Crittenton Home, an organization assisting women in New York City. He died in Chicago, Illinois, in 1921.
