Biographical History
New York City judge Peter Townsend Barlow was born in New York, the son of Alice and Samuel Latham Mitchell Barlow (1826-1889), an attorney. In 1903 he was appointed as city magistrate, overseeing the women's night court in Manhattan. Interested in the social conditions afflicting the poor, Barlow served as president of the Florence Crittenton Home, an organization assisting women in New York City.
