Rufus Brown Bullock was born in Bethlehem, Albany Co., N. Y. He supervised building of telegraph line between N.Y. and the South and in 1859 was employed by the Adams Express Company (later Southern Express Company), and moved to Augusta, Ga. During the Civil War, he remained in Georgia, becoming a telegraph expert for the Confederacy. After the war he returned to Augusta and resumed his duties at Southern Express company and was also president of the Macon & Augusta Railroad. In 1868 he was elected Governor of Georgia. In 1871 he tendered his resignation. In 1876 he was charged of embezzling public funds as governor but acquitted. He then became president of Atlanta Cotton Mills, a trustee of Atlanta University, and president of Atlanta Chamber of Commerce.
