Coontz was an 1885 graduate of the U.S. Naval Academy. He was in the USS Nebraska during the cruise of the Great White Fleet in 1907-1909, was CNO from 1919-1923, and CIC U.S. Fleet 1923-1925. He retired in 1928 with the rank of rear admiral.
