Dr. Hettinger was the first Research Director of the National Association of Broadcasters (1934-1935), as well as a legal advisor, business executive, author, and professor at the University of Pennsylvania (1933-1945).

He served as an economic consultant to CBS and NBC, as well as the FCC. During WWII he was Deputy Director of the Office of War Information's Domestic Branch (1941-1945). In 1933 he wrote A Decade of Radio Advertising, the first study of broadcasting economics. He wrote Practical Radio Advertising in 1938.
