Records include correspondence, minutes, reports, financial material and publications generated by the Prisoner's Rights Council's Board of Directors, Executive Office and various committees. The bulk of the collection consists of detailed communications between the Prisoner's Rights Council, prison officials, inmates and community organizations to ensure that the constitutional rights of prisoners in such areas as voting privileges, employment and health care were being upheld. Records also include 1 cubic foot of civil case actions regarding prisoner rights issues.

The Prisoner's Rights Council was incorporated on March 16, 1971. The non-profit organization was staffed and directed by ex-offenders who worked to protect the constitutional rights and other human liberties of people incarcerated in the Commonwealth of Pennsylvania.
