The High School Equivolency Program (HEP) and the Home, Education, Livelihood Program (HELP) were administered by the Migrant Division of the OEO Office of Operations; the Migrant Compensatory Education Program (MCEP) was directed cooperatively by the Departments of Labor and Health, Education, and Welfare, and OEO. These programs, conducted in various States for the education of adults and children of migrant workers' families, were overseen by institutions of higher learning and other educational organizations. The records consist of correspondence, reports, and press releases and clippings pertaining to both the substantive aspects of the programs. The file contains information about the opennings, successes, failures, and costs of the programs.
