The council was composed of the Secretaries of Interior, Agriculture, Commerce, Labor, Administrators of Agricultural Adjustment Administration (AAA), Federal Emergency Relief Administration (FERA), Works Progress Administration (WPA), and the Chairman of the Home Owners' Loan Corporation (HOLC), and Governor of the Farm Credit Administration.
