Scholarships to Cornell University were first provided for in the legislation establishing the university in 1865 (Chapter 585). The first scholarships were awarded in 1868 when the university opened. Scholarship winners were selected by local school officials until 1887 when legislation (Chapter 291) required that a competitive examination be held under the direction of the Superintendent of Public Instruction.
