Theodore Maxwell Collier was born on June 28, 1909, and spent his youth in Frankfort, Michigan, graduating from Frankfort High School in 1927. He received his B.A. from the University of Michigan in 1931 and his M.A. in 1932. He was employed as an archivist by the Memorial Division of the U.S. Army for over thirty years, beginning in 1936. Outside of museum holdings, no comprehensive survey and inventory of campus artwork had been attempted since 1937. With support from the Michigan Commission on Art in Public Places, 1,076 items were inventoried during 1988-1990.
