Typed letter, signed 20 December 1989, to Mr. Dennis Cooper, Monmouth, Oregon, in response to Mr. Cooper's inquiry as to why the United States allowed North Vietnam to conquer South Vietnam. Moorer feels there were too many restraints placed upon the military which had more than ample power to win the war.
