The Head Start Child Development Program was part of President Lyndon B. Johnson's "War on Poverty." It was funded by the Economic Opportunity Act of 1964 to combat risks to health, education and welfare of pre-school children living in poverty. In 1965 at the University at Buffalo, Nicholas Kish from Millard Fillmore College, and Richard T.
