Copy of license to the Upper Potomac Steamboat Company to build wharves in the waters of the Potomac River and Eastern Branch adjoining the city of Washington with the provision that the United States government will have the right to use and occupy the wharves. Signed by O.E. Babcock, colonel of engineers in charge of Public Buildings and Grounds.
