Stephen Cambreleng Powell was born in Charlestown, Massachusetts, on July 20, 1843. He was the son of William John Powell (d. 1848), a surgeon in the United States Navy. The younger Powell attended Yale School of Medicine between 1861 and 1863, during which time he was an assistant at a local hospital for wounded soldiers.
