Javier Pérez de Cuéllar was born on January 19, 1920, in Peru. Upon completion of his law studies in 1944, he entered the Peruvian career diplomatic service, serving on the delegation to the Preparatory Commission of the United Nations and in a variety of capacities in the foreign ministry in Lima. He also served as ambassador to Switzerland in 1962 and to the Soviet Union in 1968.
