John Aulick, the commander of the Washington Navy Yard, writes Francis Dimond, the former American consul and Governor of Vera Cruz, to inform him that, according to Secretary of War regulations, Dimond is not entitled to retain the commissions he has received as collector of the port of Vera Cruz.
