Alexander Stephens letter [manuscript], 1867 March 13.

Stephens, Crawfordsville, Ga., writes to J. B. Cohen. Charleston, S. C., responding to a pamphlet Cohen wrote on the quetion of whether an act of the legislature or an ordinance of a convention which changes a rule of evidence impairs the obligation of a contract. Stephens continues with his opinion on the state of the country which he fears will soon be under military rule, north and south and that a race war and an end to self government are in the future.
