Ruth Luzzati Papers, 1973-1987.

The Ruth Luzzati papers contain a variety of materials documenting her tenure as a Democratic state representative from the 84th district between 1973-1986. The records include correspondence, campaign materials, memoranda, notes, constituent correspondence, clippings, and other documents. They are organized into subject files by topic or by record type. The campaign materials document Luzzati's 1972, 1974, 1976, and 1984 campaigns and include surveys, expenditure reports, donation reports, media files, notes on voter opinions, and memoranda concerning positions on popular legislative issues of the time. A large portion of the collection document's Luzzati's service on the Legislative Educational Planning Committee, also known as the 1202 Commission, enacted by the 1976 legislature. These correspondence and minute files regard educational finance issues and include a study on adding Washburn University to the state school system, as well as information on the Midwest Education Compact, nursing education, special education teachers, student loan programs, degree granting, handicap discrimination, area vocational schools and community colleges, and other topics. The collection also includes constituent correspondence concerning voter opinions on pieces of legislation including health care costs, judicial issues, and medical malpractice laws. Other topics include 1982-1983 budget cuts, utility rate structuring and energy resources, abortion, pay equality, women's education, women's issues, taxation, and aging issues.
