Henry Labouchere was the Secretary of State for the Colonies from 1855-1858 at the time that Sir James Douglas was Governor of B.C. Ker Baillie Hamilton, soldier and colonial administrator was Governor of Newfoundland (1852-1855), and then Governor of Antigua and the Leeward Islands (1855-1867). C.J.
