The collection contains correspondence, public relations files, legislative files, photographs, newsletters and miscellany. Constituent correspondence files form the largest part of the collection. Chief legislative issues discussed include abortion, agriculture, armed forces and veterans, banking, civil rights, the post office and civil service, consumer protection, communications, crime and gun control, defense, the District of Columbia, education, energy, the environment, and the Equal Rights Amendment. Also foreign relations, public health, housing, immigration, interstate commerce particularly oil deregulation and windfall profits, labor, conservation of natural resources, transportation and utilities, small businesses, social security, taxes and local issues of interest to the 8th Congressional District. Public relations files contain press releases; statements for the "Congressional Record"; "The Congressional Mail Bag" column for the Manassas, Va. "Journal Messenger"; and special reports and newsletters to constituents. Legislative files contain material on bills sponsored or supported by Harris, general subject files on other legislative issues, and special files on two measures of particular interest to Harris: the Manassas National Battlefield Park Bill and the Tenants' Tax Justice Bill. Collection includes a letter from Gerald Ford, 1975 May 14, thanking Harris for his support on Ford's veto of the Agriculture and Consumer Protection Act and a letter from Walter Mondale, 1976 November 22, congratulating him on re-election. The collection also contains a file of photographs.
