Franklin Benjamin Hough papers manuscripts, 1870-1884, 1876-1877.

The Franklin Benjamin Hough papers consist of handwritten correspondence, agreements, and memoranda. Much of the correspondence deals with forestry matters, and specifically, a paper that Hough presented to the American Association for the Advancement of Science (AAAS) in 1873 on "The Duty of Governments in the Preservation of Forests." His study revealed that forests were beneficial to climate, streamflow, and soil, and argued that it was necessary to preserve and renew forests. The address triggered a national forest-preservation movement and lobbying effort backed by ASSS. In response, Congress approved funding in 1876 for a federal forestry expert within the U.S. Department of Agriculture (USDA) and Hough was appointed to the position soon after.

Franklin B. Hough was born in Martinsburg, NY in 1822. He studied medicine and practiced in Somerville, NY from 1848 to 1852. He is described as a "pioneer historian of counties in New York State" and an advocate of forest conservation. In 1855 and 1865, he was Superintendent of the State Census for New York and was also involved in the 1875 census. He was one of seven Commissioners of Parks in New York in 1872 and in 1876 he became a Forestry Agent in the U.S. Dept. of Agriculture. He published...
