Topic 7 : Interviews re Division of Economic Research, 1968-1975.

The NLRB's Division of Economic Research, under the direction of David Saposs, became one of the most controversial and allegedly radical administrative units under the Board's aegis. Congress attached a rider to the Board's 1940 appropriation bill curtailing the work of this Division, which continued to exist, at least in name, until finally eliminated under Taft-Hartley. Respondents discuss the organization and administration of this Division and the reasons for its elimination. Of particular interest are the conflicts that existed between the Division's economists and the NLRB's legal staff and a comparison of the use of economic data by the Board and by the Interstate Commerce Commission.
