The collection reflects a number of medical and social issues surrounding contraception, family planning, infertility, and population control. Included are the development of new contraceptive methods and the impact of oral contraceptives, the relationship between Planned Parenthood and various religious bodies (specifically the efforts to reconcile the Roman Catholic Church's opposition to contraception except for the rhythm method, and the 1968 Papal Encyclical Humanae Vitae), and the efforts to develop community support through education (programs, luncheons, speakers, state fair booths). Also covered are the changing images of the ideal family and its size, the changing emphases on the rationale for contraception, concern over infertility, changing mores of sexual behavior (particularly single mothers), attitudes towards abortion and sexuality in general, and attitudes of upper-middle class volunteers towards working-class recipients. Material includes correspondence, minutes, newsletters, press releases, reports, financial records, notes on meetings, Planned Parenthood Federation of America publications, invitations, advertisements, sermons, lectures, scrapbooks, clippings, and calendars. The collection is arranged in three series: Hennepin County/Minneapolis, Ramsey County/St. Paul, and Planned Parenthood Federation of America. Each series is divided into five sub-series: History, Corporate Records, Finances and Fund-raising, Personnel, and Operations and Activities.

In 1921 Margaret Sanger founded the national lobbying organization, American Birth Control League (ABCL) which in 1942 became Planned Parenthood Federation of America (PPFA). Between 1921 and 1942 the organization underwent two transformations.
