Convention called to write a new constitution to replace the 1870 Illinois constitution, with Samuel Witwer chosen as president. A Constitution Study Commission had been formed in 1965 to determine the need for a convention. The convention organized nine committees to study issues and organization of state government in order to update the old constitution.
