George Kolombatovich was a Yugoslav diplomat during the 1920s-1940s, who served in Austria, Greece, as Consul General in Chicago, and in Latin America during World War II, where he befriended U.S. diplomat Claude G. Bowers, to whom he dedicated this manuscript. He lived in exile in San Francisco after the communists came to power.
