Bartlett forwards a Congressional Resolve [not included] for General Schuyler regarding pay for officers and soldiers who participated in the Canadian expedition. He informs his correspondents that an order of Congress regarding the raising of a regiment for Canada in the western areas of the colonies will be sent soon. A portrait of Bartlett accompanies the letter.

In response to the expansion of the Continental Army the number of staff was increased and reorganized in 1776. Changes included the creation of a new unit to supplement George Washington's personal staff.
