Lawyer, Civil War officer, U.S. congressman and conservationist. After serving with Iowa's 3rd Infantry (Company H) and 33rd Infantry (Companies C and D) during the Civil War, Lacey practiced law in Oskaloosa. He went on to serve in the Iowa General Assembly (1870-1872) and the United States Congress (1889-1891, 1893-1907).
