Observations of the merchants of Havre de Grace ..., 1788.

Manuscript entitled, "Observations of the Merchants of Havre de Grace upon the Arret of the Council of State, dated Aug. 30, 1784, concerning the Commerce of Foreigners in the French West-India Islands," written in 1788. The document was written to explain the cessation of trade between the United States and Saint-Domingue (now Haiti) during the rule of Jean-Jacques Dessalines and was sent to Josiah Quincy while a member of Congress in 1806.
