With support from the Michigan Commission on Art in Public Places, 1,076 items were inventoried during 1988-1990. Warren B. James was a bridge engineer. He worked on the construction of the San Francisco-Oakland Bay Bridge between 1933 and 1936 and also served as the resident engineer for a range of other bridge building projects in Northern and Southern California during the 1940s and 1950s.
