Chubb photograph collection contains a small collection of photographs showing the facilities of a United States Army Signal detachment on Swan Island in the Carribean and at El Paso, Texas, and Douglas, Arizona. Equipment, towers, buildings, interior and exterior, vehicles and personnel are all pictured. Some of this collection also shows the effects of a hurricane that went through El Paso in 1914.

Congress passed a resolution creating a national weather service on February 9, 1870, and it was signed into law by President Ulysses S. Grant. This new law directed the Secretary of War to take meterological observations and provide warnings of approaching storms. The Brevet Brigadier General Albert J.
