Arkansas Railroad Commission [graphic]. 1899.

The Arkansas Railroad Commission, a three person board, was established in 1899. Robert Neill, Chairman, far left, Jeremiah G. Wallace, second from left, and Henry W. Wells, center, were the first three commissioners. Charles S. Collins, second from right, and James M. Collins, far right, served as the commission's secretary and stenographer, respectively. Charles Collins was the father of James Collins.
