In 1945, four individuals who had worked on the Manhattan project-John L. Balderston, Jr., Dieter M. Gruen, W.J. McLean, and David B. Wehmeyer-formed a committee and wrote a letter to 154 public figures asking for their opinions about the possibility of the creation of a world government. Gallagher, a Democrat, represented New Jersey's Thirteenth District in the U.S. House of Representatives, 1959-1973. Gallagher was a member of the Foreign Affairs and Government and Operations committees and at times chaired the following subcommitees: Asian and Pacific Affairs, International Organizations and Movements, and Invasion of Privacy.
