Official governor's portrait of George Voinovich was painted in 1998 by David Mueller. Voinovich is shown standing in front of a bas-relief sculpture found in the Map Room at the Ohio Statehouse. The sculpture, by George Danhires of Kent, Ohio, is called "One Room School House." It depicts a classroom scene of children and their teacher during lessons. The governor is wearing a Save the Children tie and pin, along with a dark suit and a white shirt. His left hand is in his pocket. His right hand hangs at his side. The oil painting has a gold frame and ornamental liner.

George Victor Voinovich was born in 1936 and grew up on Cleveland's east side. He attended Ohio University for his undergraduate studies and received his law degree from Ohio State University in 1961. Following his marriage to Janet Allan in 1962, he established a law practice in his Collinwood neighborhood. Artist David Mueller is from Chicago, Illinois, and works in the Covington, Kentucky, and Cincinnati, Ohio, area. He studied at the American Academy of Art. The artist had worked on Christmas cards for the Voinovich family during the 1990s. He was then asked to do the official governor's portrait.
