Frank Allan Hanna was born in Oklahoma City, OK in 1907. He earned his AB in 1933 from the University of Oklahoma and earned both his MA and PhD from the University of Wisconsin in 1934 and 1941, respectively. From 1935-1938, Hanna worked as an economist for the Wisconsin State Planning Board, and from 1939-1941, he served as Research Director of the Wisconsin Income Study at the University of Wisconsin.
