William L. Werner was born in Philadelphia, Pennsylvania on January 20, 1894. He received a bachelor's degree from Muhlenberg College in 1915 and served in France with the 316th Infantry during World War I. He was an instructor in English at Penn State in 1920, earning a master's degree in 1922.
