Unsigned, undated partial draft of a report, possibly to the governor of the Philippines, General Rafael de Echagüe, from Anastasio de Hoyos y Zendegui, newly-appointed alcalde mayor of the province of Camarines Sur, describing the deplorable state of tax collection procedures in the province when he took office in May 1863.
