Series 63 of the University of Florida Archives Public Records Collection consists of the records of four PACS directors, Arthur J. Waterman, William F. Larsen, William C. Havard, and Gladys Kammerer. Their files often include materials related to activities outside PACS. Such documentation includes files on the University of Florida chapter of the American Association of University Professors of which Larsen and Kammerer were active members. Members of PACS were also involved in local political and civic groups. The first PACS records date from 1948 and reflect the organization's interest in municipal administration and state budgeting and spending procedures. The records of the early 1960s include a study of city managers in Florida and the council/manager system of municipal administration. The study profiles city managers' backgrounds and their attitudes about labor unions, civil liberties, and economic development. In addition, there are nine city profiles done for Dania, Fort Lauderdale, Jacksonville Beach, Largo, Miami Shores, Naples, Pensacola, Plant City, and Winter Park. These include summaries and analysis of interviews conducted with local politicians and civic leaders on local politics, factionalism, council-manager disputes, race relations, and other matters. The material was compiled for a study published in 1961 by Kammerer and John M. DeGrove.
