The National War Labor Board, a tri-partite body established in 1942 by President Franklin D. Roosevelt, was charged with acting as an arbitration tribunal in labor-management dispute cases, thereby preventing work stoppages which might hinder the war effort. Economics professor and labor arbitrator. Harold William Davey (b. 1915) received his B.A. (1936) from Syracuse University and his M.S. (1938) and Ph. D. (1939) from Harvard University. He was employed by the Illinois Institute of Technology (1939-1942) and the National War Labor Board (1942-1945).
