Royal cédula ordering tighter controls on the use of substitutes for professors at the university in Mexico City 1599 Aug. 16.

The cédula, issued by Philip III of Spain on August 16, 1599, and signed for him by secretary Juan de Ibarra, notes that the quality of teaching at the university has been affected by the retirement of certain professors and the use of less qualified substitutes by two faculty members, archdeacon Juan de Cervantes and Fray Hernando de Baçan of the order of Santo Domingo. The king orders the viceroy--the conde de Monterrey--and audiencia ministers in Mexico City to notify Cervantes and Bacán that they must carry out their teaching duties as required; if they are unable to do so, they must provide well-qualified substitutes to teach their classes at half the salary. The cédula is acknowledged by the viceroy and audiencia ministers in Mexico City on December 29, 1599; and official notifications of the order are made to Cervantes and Bacán on February 7 and 17, 1600, respectively.
