Correspondence, a passport, calendar, speeches, a press release, awards, a scrapbook, photographs and a drawing, obituaries, and newsclippings. The correspondence is mostly from Osborne's tenure as Center Township trustee. The scrapbook is a get-well gift from his staff. There is a program from a posthumous Black History Month achievement banquet, and obituaries. There is also a drawing and photographs of the Center Township trustee office, and photographs of Osborne with local, state, and national politicians and other leaders, including Jimmy and Rosalynn Carter and Billy Graham.

Born in British Guiana, Osborne moved to Indianapolis as a young man and became a naturalized citizen in 1927. Trained as a chiropractor, he also served as a Marion County deputy sheriff, a probation officer, and Center Township trustee.
