The 1899 Legislature provided for the office of Tax Commissioner to supervise the state's taxation system. This agency did not replace the State Board of Assessment (see WIHV94-A15) which had been created in 1868 to perform the state's taxing functions. The Civil Works Administration was established by EO 6420-B, November 9, 1933, under authority of the National Industrial Recovery Act (48 Stat. 200), June 16, 1933, to provide relief work for unemployed persons through public work projects.
