The Brotherhood of Locomotive Engineers, founded in 1863, recognized the Brotherhood of Locomotive Firemen in 1874. The combined Brotherhood of Locomotive Firemen and Enginemen (BLF & E) represented a wide spectrum of railroad occupations in labor negotiations. The National Railway Labor Conference (NRLC) was formed in October 1962 to represent the carriers in negotiations with railroad unions. Until 1962, the carriers negotiated through regional committees, the Western, Eastern, and Southeastern Carriers Conference Committees, which coordinated their positions in reaching industry-wide settlement.
