This unidentified set of files, apparently generated mainly by the commission's assistant secretary/secretary Thomas Yapp, appears to contain administrative files and investigations by the Railroad and Warehouse Commission of accidents, complaints, and problems that fell within its purview. They include train derailments and other rail and non-rail accidents; problems with construction of rail cars, tracks, and bridges; elevators and warehouses that failed to submit required reports to the commission; alleged attempts by warehouses, elevators, and shipping companies to cheat on weights and tariffs; and requests for expansion of rail service. Reports were generated by commission special agents/inspectors Charles Watson and Thomas W. Callahan.

These registers were kept under the RRWC's regulatory responsibilities for stockyard rates (1919-1922; see Laws 1919 c461) and for licensing of livestock buyers (1935-1967; see Laws 1935 c216). In 1967 the RRWC was replaced by the Public Service Department (Laws 1967 c864), and in 1974 the livestock regulatory functions were transferred to the Department of Agriculture (Laws 1974 c347). The 1962-1975 RRWC register book was apparently transferred to and used by these successor agencies. ...

Charles Hoyt Watson served as the third president of Seattle Pacific College (now Seattle Pacific University). He was born in Kansas on December 12, 1888. He attended the University of Kansas and obtained a B.A. in 1918 and an M.A. in 1923. His presidential term at SPC lasted from 1926 to 1959, the longest of any president thus far.
