These registers were kept under the RRWC's regulatory responsibilities for stockyard rates (1919-1922; see Laws 1919 c461) and for licensing of livestock buyers (1935-1967; see Laws 1935 c216). In 1967 the RRWC was replaced by the Public Service Department (Laws 1967 c864), and in 1974 the livestock regulatory functions were transferred to the Department of Agriculture (Laws 1974 c347). Luther Wallace Youngdahl was born in Minneapolis on May 29, 1896, the son of John Carl and Elizabeth (Johnson) Youngdahl. He was educated in the Minneapolis Public Schools, attended the University of Minnesota for a year and then transferred to Gustavus Adolphus College, St. Peter, Minnesota.
