Halleck was born in Rensselaer, Indiana in 1900. He received an A.B. degree in 1922 and a law degree in 1924, both from Indiana University. In 1934 the Republican candidate for the Second Congressional District died and a special election was called to fill the seat. Halleck won the nomination, was elected and continued to serve for an additional sixteen terms. He was the House Majority Leader from 1953 to 1955, but spent most of his career as minority leader. Landon was the 1936 Republican presidential nominee. He lost to Franklin D. Roosevelt, but had the second highest number of votes out of a number of contenders for the position.
