Kerr was a lawyer and chairman of the board of Kerr-McGee Oil Industries, Inc. He was governor of Oklahoma, 1943-1947. He also represented Oklahoma in the U. S. Senate, 1949-1963. As senator, he chaired the Committee on Aeronautical and Space Sciences (1961-1963) and the Select Committee on National Water Resources (1959-1960). Kerr was a Democrat.
