The New York State Board for Civilian Public Service was formed to advise men how to deal with problems arising from conscientious objection and Civilian Public Service under the Selective Service Act of 1940. The Board was formed at the suggestion of Paul Comly French, Executive Secretary of the National Service Board for Religious Objectors.
