Papers of Dr. F.T. Harrell document his career in state government in the office of the Attorney General Travis Medlock. In addition to speeches and testimony given in behalf of the Attorney General, there is information on the Annual Law Enforcement Leadership Conference, 1984-1994. After his retirement from state government, Dr. Harrell served on the State Ethics Commission. His tenure there is represented by minutes, annual reports, and publications. As treasurer of the South Carolina Baptist Convention prior to his association with the Office of the Attorney General, as an active layperson in the Baptist Church which included a term as president of the South Carolina Baptist Convention, and currently as a member of Shandon Presbyterian Church, the relationship between church and state has been a subject to which Dr. Harrell has devoted a lifetime of study, advocacy, and active membership in Americans United for Separation of Church and State. Carton 1: correspondence, 1963-2005; annual reports, board minutes and reports, and strategic planning documents, 2000-2005; and publications of Americans United and other organizations, including Church & State, Faith Connections, and Freedom Alert. Harrell's service on the Board of Visitors of Wake Forest University Divinity School and on the Board of the Center on Religion in the South (a program of Lutheran Theological Southern Seminary in Columbia, S.C.) is documented by minutes, newsletters, and correspondence, 1994-2004. Correspondence, agendas, minutes, clippings, and final report [Apr. 1982-June 1983] of the Governor's Task Force on Critical Human Needs, a program initiated by Gov. Richard Riley to improve quality of life for needy South Carolinians with coordinated efforts to increase volunteerism and charitable contributions. The Task Force encouraged cooperation among the private and public sectors to assist residents living in poverty with such matters as food, shelter, clothing, medical care and transportation; Harrell served as chairman of this task force from its founding in 1982 until 1983; the task force was composed of 15 volunteers. Includes address delivered by Harrell on Confederate Memorial Day, 10 May 1984, at First Baptist Church, Aiken, S.C., to members and guests of the General Joe Wheeler Camp #1245, Sons of Confederate Veterans; and program for the memorial services. Carton 2: Church programs, 2003, from Washington Street Methodist Church celebrating the congregation's bicentennial year with historical sketches and reprints from programs of previous decades; series of published booklets, "Prayers of the South Carolina House of Representatives" (1984-2002, 18 booklets), with daily prayers offered by various ministers over the years, chiefly by Rev. Dr. Alton C. Clark, who served the S.C. House from 1965-2000; Annual Report, 2002, of activities of the South Carolina Christian Action Council. Artifacts in carton two include: engraved silver card case, 1999, "Governor James Hovis Hodges / South Carolina Inaugural, '99 / Chairman's Reception, January 13, 1999" with accordion folded paper inside, listing inaugural sponsors, with slogan, "The vision for South Carolina's millennium has begun"; two lapel badges: gold palmetto tree and moon with "99" on blue field in gold, oval surround; and another from the S.C. Democratic Party, with donkey imposed on map of S.C. and initials, "SCDP."
