Bliss, John H., 1903-

Bliss was a civil engineer who worked with the New Mexico state engineer's office from 1926 to 1957. From 1935 to 1942 he worked on interstate stream studies and compact negotiations, and worked particularly on Costilla, Pecos, and upper Colorado River negotiations from 1942 to 1946.
