The University of North Carolina was chartered by the state's General Assembly in 1789. Its first student was admitted in 1795. The Plans and Projects Committee was a committee of the faculty created in 1951 in conjunction with the establishment of the university's Development Program. Appointed by the chancellor, the committee was charged with soliciting proposals from within the university for strengthening campus facilities, services, and faculty.
